The gold skull under its head is definitely a Warhammer-lizardmen bit; from either the temple guard box or the saurus cavalry box. Not sure about the rest of it, maybe reaper minis?

The wings look like they are from the high elf griffin, not sure no the rest.

I think @Crowsfoot is onto something. Underside of wing visible for comparison.

Wait nevermind, found it!!!!! Much more professionally done than my own coatl.

Sun Winged Coatl, by Steve Foote (over at Beasts of War- link)

Most of the pictures don't show up unless you click on them. Looks like they were posted in 2011.

And judging by the WIP shots, it looks like the wings were plastic (probably from the griffin?) but the body was from somewhere else...

Hope this helps, its an amazing model! He's got a lot of other good Lizardmen stuff too.

    The Complete Answer

I posted this inquiry in two places: Lustria Online (the Lizardman Army forum) and ReaperMinis.

Between the two forums a complete answer has been found...

This is a converted model titled: Sun Winged Coatl, (created by Steve Foote over at Beasts of War).

It was built from the following components:
Body - Metal, from Ral Partha 02-471 Couatl
Wings - Plastic, from the GW High Elf Grypon, Isle of Blood set
Extras - bit parts from a GW plastic box set; either Temple Guard or Saurus Cavalry

It can be found in these places on the web:
    https://innsmouthgamingclub.wordpress.com/2013/08/31/coatl-kit-bash/

    http://www.beastsofwar.com/rama/greenskins-minirama-contest-oct-2011/the-sun-winged-coatl/
The third link is Steve Foote's thread.

Many thanks and kudos to: Bowser, Crowsfoot, JoshuaSlater, Warden, and Xherman who each contributed parts of the answer.
