I have some second hand lizardmen and I'm getting into aos, having played multiple editions of 40k and fantasy, and I have played some aos as well so I know what I am getting into.
I have (fully painted and constructed):
    1 Slann.
1 skink chief with hand weapon and shield.
5 cold one cavalry models with spears and shields except for sergeant with sword and shield.
10 Saurus with shields and spears.
    10 spear and shield skinks.
    10 blowpipe and shield skinks.
I was thinking of expanding with the starter set, giving me 20 saurus and a carnosaur, as well as 13 cavalry, one which I would build as an old blood on cold one. Sound ok? Also I want this to be at least 2000 points but I can take models from it for smaller points games. This isn't a tournament army because I just play with my dad, but I want it to win and be fun to use. I don't mind complicated tactics. Mainly I would like you guys to tell me if the starter set is a good expansion and how to structure it. All constructive advice is appreciated.

    Welcome!

The Start Collecting! Seraphon box is grrrrrrreat value! You could even go as far as buying two of those badboys, giving you 24 Saurus Warriors, 16 Saurus Knights (1 of them can be your scar-vet on cold one conversion) and 2 beasts of your choice (Oldblood on Carno, Scar-vet on Carno and Troglodon) ! You could then decide where you want to branch out next? Big bad monsters? Bastiladon and Stegadon are your friends! Cheap horde units? More and more Skinks! Solid battleline units? Saurus Guards are on duty! Really it all depends on which playstyle you find the most fun.

    Have fun and welcome again!

Thanks I was thinking of both bastiladon and Stegadon, but I'd have to build my force up over time. I'd love some kroxigors but they are too expensive. I love temple guard, can you make saurus into temple guard? Are cold one cavalry good enough to invest all the points into? Are skink priests good as magic support?

Cavalry are glass cannons if you get the rolls they are lethal, Skink priests are essential in your army.

Start collecting box is the best way to expand in the start.

Thanks. Are theirs any synergies and specific ways to use the start collecting box? Also does the carnosaur work well with the rest of the army?

Seraphon have a lot of synergies but in the start you won't use them all, play a few games find your style be it aggressive or defensive then build accordingly, battalions offer bonuses for fielding X amount of models, usually a hero etc.
