Reading the rule book, so far so good managed to reach to shooting in an evening but the thing I've wondering about is the stegadon. Do you consider the stegadon as a monster of a war machine?
it is a monster. at the moment the howdah weapons are not treater as warmachines only a bit bigger missile weapons. it can change if the errata will say they are warmachines.

No it isn't a warmachine, otherwise it would be able to turn on the spot without penalty to line up targets in the shooting phase. It has a 90 degree LoS.
90 degree line of sight from the front of the base is pretty standard for all units, lone characters and skirmishers withstanding.
Good point this. Do the skinks have 360 los? I always thought that was the case but I tried looking in the army book for a clarification and couldn't find any.
I am fairly sure as silly as it sounds that the skinks (and indeed priest) must share the LoS of the stegadon so only have 90 degrees, since they are all essentially the same model and on the same base. It is highlighy unusual to have different parts of the one model with different LoS.
nah this is not faq stuff, i don't know where people find the idea of having 360 degrees los with the crew, but thats jsut stupid. dragon riders, hipogryff riders and such don't have 360 los. and they have the same rules as a stegadon ( ie monstrous mount/ monster) in your case the stegadon could charge something on its flank or rear, becouse a part of the model see's them....
