I'd put one in each unit. It might be worth trying to fit a set of wings on your skink priest, for extra mobility.

Kroak is interesting, yet he is very narrow in his use. Unless you go Kroakbombing in a thematic list with a lot of skink flying heroes, i would leave him at home in lieu of a Slann. If you take scarvets in this very immobile army, why not put them on Cold Ones and let them run alone? They are pretty easy to hide from warmachines if you know what you are doing, and they can certainly single-handedly take on units, but you have to really know the strengths from enemy units to do so effectively. Also giving them Great Weapons is basically always right, their I is so low that you usually hit last anyway, and S7 on a 4 attack model is sick. Why do you take a champion when instead you can ad another body? For the low low price of 1 point more than a champion, you get an extra attack and wound. Seems like a pretty good deal to me. You should only have champions in very specific units if you want to protect characters from challenges, there are no characters in your list that need this treatment. If someone challenges your unit with the Skink Priest in it, you decline with your Skink Priest, and you thank your opponent for putting it out of harms way from rank and file attacks. I also just really like salamanders, and skinks in general, and i think you need a really good reason not to run them. Why did you field none?
