Hmmmm.... I can think of a kitbash that could do the trick: Body: Wanderers, Eternal Guard. Head: some human head. Any human with short hair should do. From 40K or AoS free peoples. Weapon: the two handed hammer from a Stormcast, maybe a Retributor. Or maybe from a Dwarf (Hammerer).
There is also a site called Hero Forge, where you can try to make custom minis. Just do a search online.
