I have this one idea. What if I take my Stormcast army and put EotG in it, as an ally? Will it spawn more units on its own? I can't find anywhere in warscroll states that EotG need a Seraphon Allegiance to do that.
So, hypothetically, I can ally EotG, spawn 20 skinks or maybe even Rippers, and play with them along side with main SE army.

It absolutely can. The only thing stopping you is that there are almost certainly better behemoth ally choices for 240pts, given that part of the Engine’s effectiveness is dependent on:
    - Also having a Slann to improve control
    - Seraphon units to heal on one of the results

But he can still heal himself, right?
Besides, I will probably put some Skink Starpriest (80) and Saurus Knights (80) along with it, for additional magic capabilities.

Yeah, an EotG as ally can be nice if your main army doesn't have any way to get reinforcements. But you're stuck to 3 dices and no way to alter the result.
