I'm not expert of this forum, but this is the section dedicated to fantasy lists, Age of Sigmar is the section right down this one.
As for the list itself: It can work, but I wouldn't call it competitive. Guards are only really nice if you use them together with an Eternity Warden and the Eternal Starhost bataillon. And even then... unfortunately many armies have access to a good amount of mortal wounds and those are pretty good because Guards cannot defend against those and they only have one wound per model. They are almost OP against some armies though. So the list depends a bit on the context it is played in. Against some friends? Sure go for it. If you are a beginner you want to learn the game. For a tournament I wouldn't use it.
