If a unit breaks from a terror test at the start of my move, then gets a charge redirected to it from an overrun, does it get a chance to flee again, or is it just wiped out?

As I know it, If there is an overrun then u get to make a charge reaction. A fleeing units charge reaction is always flee. I could be wrong but this is how I played it out last time.

You don't get a charge reaction against an overrun, but a fleeing unit still has to flee away. It they weren't fleeing they would have to hold.
