Any particular reason why you want to play only Saurus? Without a Slann or Skinks you will lack summoning and magic, which is the two things that really make us great. But yeah, I would probably start with a Sunclaw then. A Sunblood, 40+10+10 Warriors, perhaps a ScarVeteran on Carnosaur and an Astrolith Bearer to buff them. Should be ~1200 points. Sorry, my bad Skik priest or starpriest and a Slann are allowed, the reason of sauri is... I like them and I have more sauri miniatures than skinks you have any other suggests?
Bloodclaw and Sunclaw are good starting points for Warriors, maybe also Firelance if you like Knights, or Eternal Starhost if you have at least 15 Guard.
Scar-vet on Carno Sunblood Eternity Warden Skink Starpriest 20x Warriors 15x Guard 2x Salamander 1x Salamander 3x Skink Handlers Give the Scar-vet the -3 rend weapon and the CP on a 5+. You can bank some CP to hit a unit with the Scar-vet/Sunblood combo.
You should look into building a Fangs of Sotek army. It is a large Battalion made up of A Slann Starmaster, Saurus Oldblood on Carnosaur, and the Sunclaw Battalion + any other seraphon units. It is found in the General's Handbook 2018.

That's an ongoing discussion, as that bataillon warscroll hasn't yet been clarified by GW with an FAQ. Right now that ability as it is written on the warscroll doesn't make sense with the new rules. The Starbeast Constellation bataillon had the same ability, and that one was changed. If they do the same for the Bloodclaw I'd say it is still a good bataillon.
my stores current interpretation of the Bloodclaw is that the heros that would meet the requirements (20" of the carno) can use their command ability once (no spamming) for free.
